Format of date and time fields in Customer Portal mismatches Look and Feel

      Problem Definition

      During the creation of a request in the Customer Portal, the displayed format for Date and Time fields does not respect the Look and Feel configuration.

      Quick Note: The format of Date and Time fields after the request creation (when viewing the request in the Customer Portal), can be set in Jira Setting > General Configuration > Advanced Settings. (https://<instance>.atlassian.net/secure/admin/AdvancedApplicationProperties.jspa)

      Steps to reproduce

      1. Go to Jira Setting > Look and Feel. (https://<instance>.atlassian.net/secure/admin/LookAndFeel!default.jspa)
      2. Under Date / time formats, update the Day/Month/Year or Complete Date/Time Formats configuration
      3. Display Due Date field for Customer Portal
      4. Start to create a request in the Customer Portal and select a Due Date.

      Expected result

      The Date format displayed during the request creation in the Customer Portal will match the Look and Feel configuration set

      Actual Results

      The Date format displayed during the request creation in the Customer Portal does not match with the Look and Feel format set
