      We've been evaluating JIRA as a Service Desk solution and the impossibility to configure the default visibility of comments has been one of the main issues to some of the people involved in the project. This issue has already been opened as JRA-9091 and I'm bringing it in the context of JSD, as it seems to be much more relevant here.

      I think there should be a global default overridable by a project default, but some prefer to let this be a user preference. Either way would be an improvement.
