Create Issue button in JIRA doesn't follow Look and Feel when Service Desk is enabled

    Description

      NOTE: This bug report is for JIRA Service Desk Cloud. Using JIRA Service Desk Server? See the corresponding bug report.

      The Create Issue button in JIRA doesn't obey to the Look and Feel color scheme defined when the JIRA Service Desk plugin is enabled.

      Steps to Reproduce:

      1. Modify the Button Background Color color in the Look and Feel.
      2. Install and Enable the JIRA Service Desk.
      3. Navigate to the Dashboard.

      Expected Behavior:
      JIRA would display the Create Issue button in the color defined in the Look and Feel.

      Actual Behavior:
      This is displayed in the default blue.
