Need to make a clean way of deploying the jira dev kit

At the moment deploying the JIRA dev kit requires that you have the correct version of the rpc and subversion plugins in neighboring directories. It is also a bit liberal as to the jars it will include depending on how many times you have deployed from the same source. We should clean up this mechanism, we should probably always download the libs fresh when we deploy and we need to have a mechanism for specifying which versions of the rpc and subversion plugins we should deploy.
