Vcs Update Service rlog import shouldn't have to pull the whole log every time

      Currently, the VcsService collects and imports the whole log for a given repository (our largest is 35Mb). The cvs rlog command, however, has date range options. It would be preferable if the service could pull only the logs added since the last successful import.
