Ensure JIRA unit (and functional tests?) pass on machines with locate set to other than en_* e.g. en_US or en_AU

When running JIRA's unit tests (and maybe functional tests), the tests compare date formats. The comparison depends on the locale. For example if the locate is ja_JP the test will fail.

This can affect people building JIRA from the source distribution.
