Component leads are not handled properly when moving issues

I have two projects, ProjectA, and ProjectB. All assignable users in ProjectA have permission to raise issues in ProjectB.

I create an issue in ProjectA, have it affect component 'Foo', and assign it to 'Joe'. The component lead for 'Foo' is 'jane'.

I then try and move the issue to project B. I get prompted for the new component, and enter it. However, I then get the error: "Assign To: User 'jane' cannot be assigned issues".

The issue should automatically be assigned to the lead of ProjectB, but it tries to assign it to the lead of the old component...
