JIRA v9.12.6 UI More selection is causing jumping issues.

Summary:

When we click on "MORE" button, Jira basically centralizes the screen to focus on the dropdown which makes the behavior ugly as there is no control from users and users are missing the focus in their work while handling this option.

The same behavior is not occurring on 9.6

Steps to replicate

• make browser at least 800px high
• Install Jira 9.12.0 or higher
• Create an issue with 10 lines in the description box and go to the new issue
• Click on "More" button
• There will be a big jump to centralize the dropdown content in the middle of the screen

Expected behavior

As a Jira admin, I expect the UI to NOT centralize the dropdown in the center of the screen missing totally the focus on issues.

Current behavior

There is a big jump to centralize the drop-down content in the middle of the screen

Workaround

There is no workaround as of now and a new one will be provided once available.
