Cannot remove an issue type field from issue type screen

Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create a business project with template
2. Remove summary field in one of issue type screen
3. Create a new issue for this issue type

Expected Results

Summary field should not appear.

Actual Results

Summary field still appears. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
