Ctrl + Enter to comment shortcut should not work when the Keyboard Shortcuts are disabled. 

Issue Summary

In Jira issues,  Ctrl + Enter to comment shortcut should not work when the Keyboard Shortcuts are disabled. 

This is reproducible on the Data Center: yes

Steps to Reproduce

1. Disabled the Keyboard Shortcuts on the profile page. 
2. Access an issue and try to add a comment 
3. Press the "Ctrl + Enter shortcut, and you should notice that the comment gets added

Expected Results

Comment should not get added when you press "Ctrl + Enter".

Actual Results

Comments get added when you press "Ctrl + Enter".

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available
