Assistive Technology users needs to press tab 13 times to reach hide toolbar element

Issue Summary

Whenever assistive technology user's navigate through the "Description" input field, user needs to press tab 13 times to reach hide toolbar element.

Steps to Reproduce

1. Navigate to Jira 
2. Navigate to the "Create" button & activate it.
3. Navigate to the "description" field. 
4. Observe that assistive technology need to press tab key 13 times to reach to the show/hide toolbar element in toolbar.

Actual Results

Whenever assistive technology user's navigate through the "Description" input field, user needs to press tab 13 times to reach hide toolbar element. The user is unable to skip the other toolbar options.
This creates very bad experience for screen reader & keyboard users.

Expected Results

Assistive technology user should be able to reach show/hide element easily with minimum tabbing with keyboard.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
