Comment restriction pop-up is displayed far away from the lock button

Issue Summary

Comment restriction pop-ups showing groups and roles are displayed far away from the lock icon at the top of the page.
When clicking the lock icon nothing appears but if you scroll up the issue then the groups and roles are seen.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Create a new issue with a long description so that we need scroll to reach the comment section
2. Search for the issue
3. Click on the List view option in the issue search page
4. Open the issue and try to add a comment restriction

Expected Results

The group and roles pop-up is displayed beside the lock icon

Actual Results

The pop-up is displayed at the top of the issue screen and is not found near the lock icon when you scroll down the issue page

Workaround

Use the detail view from the issue search screen and then select the issue then the issue is not observed
