Message 'Filter modified since loading' is only displayed when the user is the owner of the filter

At the moment when the filter is modified the message 'Filter modified since loading' is displayed when the remote user is the owner of the filter. If not, the 'red dot' appears when the filter is modified by the message does not, which is inconsistent.
