The Update/Cancel button on issue edit is way down the screen and scrolls

      The buttons on the long issue edit form are way down the bottom.
      And you have to scroll all the way down to apply your changes.
      Suggest the buttons should be somewhere near the top and NOT scroll with the page contents.
      A little tricky to do cross browser, but this is the single most annoying feature we find.
      Makes it quite tedious to work with when we are maintaining our many tasks.
