Error message while accessing the application navigator without being logged in

Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Add a link to the Application Navigator (it can be another Atlassian application or a simple link to any other website).
2. Logout.
3. Try to access the Application Navigator.

Expected Results

You should be able to view the options in the Application Navigator, unless restricted to a particular group.

Actual Results

You get an error message "Something went wrong, please try again." in the UI. The browser makes a GET request to <jira-base-url>/rest/menu/latest/appswitcher and receives a 401 (Unauthorized) response code.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
