No error handling in CSV importer when unable to read file

If something goes wrong with the CSV importer (eg. the .csv file is not readable by the JIRA user), then a CsvImportException is thrown. The CsvImportException is then swallowed a few frames down, and not a hint reaches the user that anything went wrong, unless they notice that fewer than usual issues were imported.
