Custom comment sorting not being saved

Issue Summary

Jira 9.0 changed the way comments are sorted to show the newest comments first.
We can change the order using the "Newest first/Oldest first" button at the top right of the comments, but that is reverted really quickly if the user adds a new comment on any ticket during the same session.

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create issue more than 10 comments to have paging of comments
2. Sort comments by Oldest first on ticket A
3. Add new comment on any ticket

Expected Results

Comments on all tickets are still sorted by Oldest first.

Actual Results

Comments revert back to original Newest first sorting on all tickets.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
