Available workflow actions is gone

    Description

      When moving an issue from one work flow to another, all my "Available workflow actions" no longer exist, so I can't promote anything through the workflow. Do I have a permission setting problem? I'm not sure when/what version of JIRA this started happening in but it didn't use to do this.
