Create lower tiers in Jira Data Center

We are a small business who is at the 50 user tier on Server, getting ready to move to the 100 user tier in Server. Our industry has quite a few compliance concerns that I know large companies in our sector (defense) are solving by going to Data Center. But small to medium sized business don't have that option, or if we do, we have to over pay for a 500 seat license.

I know your target is big businesses, as evidenced by the features supported at the 1000 seat tier but there are a lot of smaller businesses in regulated industries who like using your tools.

I respectfully request that you offer lower tiers for Data Center, 250 or perhaps 100 seat licenses? Or maybe small business discounts for the 500 level tier. The costs from my perspective are enormous for the 500 seat Data Center license.
