CSV Importer does not set versions and components if 'do not create' option has been chosen

Using the CSV importer I mapped data into versions and fixversions and I manually created the versions for the project.

The versions and fixversions are not set when importing unless I enable "Create new versions:" If disabled, the versions information is not migrated. When enabled, it does not need to create any versions, but it does set them properly.
