Lock down the top menu bar

      In JIRA 7.3.0 when scrolling down in an issue, the top menu ist not locked/fixed, instead it is not visible any more. So I can see it again only scrolling back to the top.

      This problem does NOT exist in Confluence 6.0.3: the blue top Menu Header is visible also when scrolling down. So if it can be fixed and work in Confluence, it schould be no problem to correct it also in Jira, right?

      When can we expect this to be corrected in JIRA as well?
