Allow user to import all users from Github Enterprise

      Currently Github Importer is importing users that:

      • have reported at least one issue
      • have written at least one comment
      • are assigned to at least one issue

      If user is only mentioned in comment or had none activity in imported project, he will be omitted during import.
      This behaviour is acceptable for importing projects from github.com. For Enterprise users it may be unintuitive.
