We now check if issues already exist and do not import them if they do. That's good.

What's bad is that if import faces problem it may leave issues partially imported. Unfortunately the next import run will not catch those issues and they will not be imported.

Would be great to remove all partially imported so next time the importer is run it will import them, hopefully with a success.
