Make date/time formats in system information consistent

      Problem Definition

      Currently date fields in system information do not appear to follow a consistent format, even for values generated by the same add-on. The is especially true in the case of the analytics add-on:

      com.atlassian.analytics.client.configuration..analytics_disabled_date 2017-01-31 18:55:35
      com.atlassian.analytics.client.upload.last_date 1/31/17 11:03 AM

      Suggested Solution

      Where possible, dates should follow ISO 8601 or another standardized, documented format.
