Contact Site Administrators message cannot be customized when the form is not enabled

      Problem Definition

      When the Contact Site Administrators form is not enabled it is not possible to customize the standard message "Your JIRA administrator has not yet configured this contact form."

      Suggested Solution

      Customers would like to be able to customize the message "Your JIRA administrator has not yet configured this contact form." as if the form is not enabled there is no way to let the end user know who to contact or what to do.
       

      Workaround

      There is no workaround.
