Allow JIRA administrator to set default "MY JIRA HOME" for all JIRA users

      Problem Definition

      Currently it's only possible for each user to set "MY JIRA HOME" by him/herself after login to JIRA, JIRA administrator cannot change this setting for other users nor set a default home page for all the new users.

      Suggested Solution

      Add an option in User Default Settings to allow JIRA administrator to define the default "MY JIRA HOME" page.
