Add an easier way to bulk edit permission schemes on JIRA 7.1.x

Problem Definition

Previously, users could select select all permissions from a multi-select field on JIRA in order to add multiple permissions at once. On JIRA 7.1.x, users must type each permission to bulk add permissions, which is not ideal depending on the amount of permissions the user must add.
