Watcher field should appear in History tab

      Currently in JIRA if someone is added or removed as a Watcher in a specific issue, we do not have track on when the user was added or removed.

      As a JIRA Administrator I would like to have this information in the History tab, as we have for Participants field in Service Desk projects.
