Notfiication sends wrong information for assigning an 'In Progress' Issue

The Notifications for 'Stop Progress' is being sent with the wrong 'changed by' user.
If you start progress on an issue then reassign the issue to another user, the change history correctly notes down the original assignee as the user that stopped progress. However the email sent says that the new assignee has stopped the issue.

For example under the 'Change History' Tab you see:
Change by Test user [10/Mar/05 10:24 AM]
Status In Progress [ 3 ] Open [ 1 ]

But in the email you recieve:
Work on TST-1 stopped by Administrator
