Change message when Incoming Mail Handler forwards Bulk emails

      Summary

      A Mail Handler is configured to forward Bulk emails. When it detects one, it will successfully forward the email appropriately. However, it will throw an error in the Incoming Mail logs

      Suggestion

      Since it isn't actually an error, change the logging level to INFO, instead of ERROR
