Update API documentation regarding IssueInputParameters.setAssigneeId() and setReporterId()

      Please make clear that IssueInputParameters.setAssigneeId() like to get the username of the assignee and not the key of the user. Other places want to get the key, so it's not clear what to submit.

      This belongs to IssueInputParameters.setReporterId(), too.

      Because only a small percentage of users have different usernames and keys it's not immediately obvious that it's wrong if the key is used.
