HTML Tags not Escaped in HTML Email Messages

If there are HTML tags in the issue Summary field, they do not get escaped when a notification is sent by email, causing them to apply to HTML formatting. For example, typing <p> in the summary will cause a line break in the email message instead of reading as "<p>".

This may possibly apply to other fields as well. Web interface shows it OK, in the contrary.
