Allow creation of global actions in the workflow editor

I'm trying to create a global action in the workflow, but I cannot find how it can be done.
In the XML file, it's done using the <global-actions> tag.
If I import an XML file that has a global-actions, it's recognized in the interface, but I cannot create it using the Web Interface...
