    Description

      I cannot create an attachment from a 0 byte file.

      Some of our users run batch files which ftp 0 byte .ctl files to UNIX to start jobs. In the event that there is a problem with the batch file, the user can create an issue in JIRA, but cannot attach the 0 byte .ctl file. We would need to have this file to test/fix the batch file.
