Description
When an issue comment contains a CDATA section, this section's closing tag is not escaped correctly when exporting to XML. This causes a subsequent XML import to fail.
Proposed fix: Insert a closing and an opening CDATA tag right in the middle of the comment's CDATA closing tag. This causes the closing tag to break up and not mess up JIRA's escaping.

A workaround for this issue has been written up in a KB article and is available here:
Please note JIRA 3.1 and above should not suffer from this problem. Invalid characters are automatically stripped from imported data, if you are noticing this error please contact http://support.atlassian.com with your .xml export file.
