Changing Service parameters does not take effect

    Description

      On jira.atlassian.com, I removed the "reporterusername=test-user" parameter from the POP service config, but still my replies by email are still being attributed to "issue creation tester". It looks like JIRA may require a restart to pick up changed parameters.
