Notification mails should have full URL of attachments

      If I'm attaching a file in JIRA, users get a message like this:

      Jeff Turner updated JSP-259:
      ----------------------------

      Attachment: db2_ddl.sql

      This means the attachment was created online, but there is nothing to indicate this to users, who could quite reasonably expect to see the attachment on their mail. We could fix this quite easily by making the attachment filename a full URL.
