      Suggestion Summary
      When a user logs into JIRA for the first time and access a project, the user is shown a set of pop-ups letting them know how to get around JIRA.

      Suggested Feature
      Add a feature to JIRA that allows the JIRA Admin control if they want the pop-up to appear or not as it happens even when a user upgrades JIRA and JIRA has a new feature.

            This was discussed in aac a while back (hi Chris Fuller!). There is a jvm setting to disable it I recall but the best advice is "just" to hit Return 12 times and it's gone. Poor design choice IMO, but there we are
