Watchers list length greater than 18 does not display properly

      How to reproduce:

      1. Create an issue
      2. Add 18 watchers
      3. When clicking on the number of watchers, observe the display drops down, showing entire list
      4. Add 1 or more additional watchers
      5. When clicking on the number of watchers, observe the display goes up, showing a truncated list of perhaps 9-10 watchers
