Show Negative Remaining Time on Issues for Going Over Estimates

      Customer is looking to show on Issue Pages, in the Time Tracking section, Negative Values on "Time Remaining" if they go over the Estimated Value.

      For Example, Issue is estimated for 3 hours but work done is 4 hours; remaining time will show as 0 m:
      .

      Customer would like to see this represented as -1 hrs on the Issue pages.
