Disabling comments on closed issues works incorrectly

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      I used the solution from https://confluence.atlassian.com/display/JIRA052/How+to+deactivate+comments+for+closed+issues to disable commenting on closed issues.

      This also disabled comments in transitions from and to Closed.

      Any way to solve this?
