When you run a User Workload Report, the report's issue count does not include issues that do not have an original estimate and do not have a remaining estimate.

I'm filing this in the bug tracker because it can make the reports misleading. If someone creates an issue but forgets or doesn't have enough background knowledge to estimate the time, it would not be included in the workload estimate even though it's part of the assignee's workload.

JIRA should either have an option to count all issues, or make it clear that only issues with a time estimate are being included in the issue count.
