opsbar-sequence does not work constantly

      Summary

      The order of transition buttons did not display as per configured opsbar-sequence

      Steps to Reproduce

      1. Configure the order of transition buttons as per the Advanced workflow configuration guide
      2. Navigate to Issue View and observe the order of the transition buttons
      3. Refresh the page

      Expected Results

      Order of the transition buttons are displayed as per configured

      Actual Results

      Transition buttons are ordered randomly

      Workaround

      Refresh the page, and transition buttons will be displayed properly
