cannot create user to LDAP directory in JIRA, error: "This user does not exist please select a user from the user browser."

Steps to reproduce

1. Setup a LDAP server
2. Connect JIRA to the LDAP server and make sure set as Read/Write permission
3. In JIRA, go to Administration > User Management > Users > Create Users
4. Under the directory, elect the LDAP directory, then fill up all other details

Expected result

The user is successfully created in JIRA

Actual result

Workaround

Create the user in user in LDAP directory then only synchronize it back to JIRA
