Change of undocumented behaviour causes NPE to be thrown in some plugins

      During the caching changes for cluster enablement the behaviour changed in DefaultIssueLinkManager which now throws aan NPE if the inward or outward links are asked for with a null issue Id.

      Why anyone would do asks for the links to a null is a mystery, they do.
