Email sent from System Administration is send to deactivated users

As a system administrator I like to inform all active user about a scheduled maintenance work on the jira system. I used: Administration > System > Mail > Send E-mail and selected group "users" (which typically includes all user - activated and deactivated). But - of course - only activated users should receive the message.

I assumed as stated:

• Will not receive any email notifications from JIRA, even if they continue to remain the assignee, reporter, or watchers of issues.

But in the result list of the sent email there were activated users as well as deactivated users.

I think this system function should send out email to active users only!
