Allow the adding of custom field values via REST API

      Currently, it's not possible to add custom field values into JIRA via REST API. (By this, I mean adding values to the field itself, and not editing the value of the field inside an issue).

      I feel that in the long run, this could be quite beneficial to the users, so it would be great to have it in JIRA's REST API.
