Steps to reproduce:

1. create two Unreleased Versions and have them assigned as Fix Versions to different Issues;
2. Archive one of the Versions (don't release it);
3. in Project Administration > Versions drag the active Version to the position of the earliest Unreleased Version;
4. put the Archived Version below the active one;
5. run a JQL query looking for fixVersion = earliestUnreleasedVersion()

Expected result:
Issues assigned to the active Version are displayed and the Archived Version is ignored.

Actual result:
Issues with the Archived Fix Version are displayed.

Workaround:

• release all Archived Versions, or
• rearrange the Versions list so that Archived Versions aren't earlier than the active ones.
