CVS support is broken in 2.6 tag

The CVS repo i had configured in 2.6-RC1 has disappeared (even though it is in the database).

I think it is because there i large section commented out in the ComponentManager which sets up the repomanager.

When you try to add a new repo you get a null pointer, i'm assuming this is because the RepoManager is null when the action is constructed.
