Option for User Avatar to be Shown to Anonymous Users

      By default, when a user is not logged on to Jira and Jira allows anonymous access (Browse Project: Anyone). The user avatars will be reset to the Jira default display picture shown below instead of the user configured avatars. This has been highlighted before on JRA-25705 but it was describe in the case of email client.

      This is replicable on the jira.atlassian.com

      There are scenarios where the customer still want to show the user avatars to the anonymous users for better identification. Customer would like to have an option to choose whether to show or hide the user avatar to anonymous users.

      To show avatar, anonymous user would able to view the user avatar.

      To hide avatar, anonymous user would only see the default Jira avatar.
